The national congress was held at the Development Academy of the Philippines with the theme, “Human Rights Education: Changing Culture towards Peace and Good Governance” which was participated by different stakeholders and duty bearers on July 20-23, 2011.
Duty bearers agreed to identify issues and address each with real reforms and meaningful changes.
CHR aims to craft the operational training that would promote tangible ‘human rights’ result.
Philippines exported labor around the world. We have problems like bilateral agreements with different states and very little human rights protections.

TESDA Deputy Dir. Gen. Milagros Dawa-Hernandez specifically mentioned that 30% of Seafarers all over the world are from the Philippines and in year 2015 we will continue to dominate the world.
Chairperson Rosales appealed to DOLE-OWWA to include human rights education for the Overseas Filipino Workers during their PDOS training and to initiate a healthy environment in their respective workplaces.
P/Supt. Santiago Inking, PNP said “In maritime industry, there are too many agencies and institutions that carry over the implementation of the laws, especially in maintaining safety.”
If we really know how to assert our rights and know how to respect others, human rights will have a great impact on the actual performance of every individual in their respective place of work.
Overseas Filipino Workers will greatly benefit on Human Right Education for they will know their rights and responsibilities not only under national laws but also international humanitarian laws. (HQQuinsay)
